Health Care Reform

What you NEED to know:

On March 23, 2010, President Obama signed into law the health care reform bill, the Patient Protection and Affordable Care Act (PPACA). This legislation has made sweeping changes to the U.S. health care system.

PPACA reforms certain aspects of the private health insurance industry and public health insurance programs, including increasing insurance coverage of pre-existing conditions, expanding access and mandating an increase in total national medical expenditure. These changes, and many more, will be implemented over the next several years.

Qualified Eligible Expense

PPACA made changes to the HSA/FSA/HRA eligible expense list for reimbursement. As of January 1, 2011, expenses for over-the-counter (OTC) medications are no longer eligible for payment or reimbursement from an HAS/FSA/HRA arrangement, without a doctor’s prescription. This change is a result of the 2010 healthcare reform legislation. An updated and complete list of what is considered reimbursable out of these accounts can be found in the link posted below.

Small Business Tax Credit

Included in the PPACA legislation, Congress approved a small business tax credit. It is designed to encourage, through tax advantages, small employers to offer health insurance coverage for the first time or maintain coverage they already have.
